No. On the Meisterstück 164 twist ballpoint the refill is always changed by unscrewing the body in the middle. Montblanc never built a version that opens at the front alone. If a supposed 164 will not come apart in the middle while the front section comes away easily and the refill can be changed there, that points strongly to a fake.
It should be borne in mind, though, that the front section is threaded on the genuine article too and can be forced off; the tip coming away therefore proves nothing on its own. What counts is whether the usual thread in the middle is present and works. For a final verdict other features should be brought in — the quality and execution of the stampings, the style of the serial number and how precisely the parts fit together. In the end only the manufacturer can give a binding answer.
