Was the Meisterstück made as a ballpoint with a cap, and can a ballpoint refill be fitted into a rollerball such as the 163?

The regular Meisterstück range includes no ballpoint with a removable cap: the line's ballpoints work with a twist mechanism, and the models with a cap are the fountain pen and the rollerball. A pen that looks like a 163 from the outside but takes a ballpoint refill is therefore almost always a converted rollerball.

The conversion is perfectly possible, on the rollerballs of the Le Grand, Classique, Bohème and StarWalker lines. What it needs is a purpose-made adapter to make up the difference in length between rollerball and ballpoint refills. Care must be taken that the adapter does not turn out too long: if the barrel can then only be screwed onto the section under tension, the material may crack in time. Such a fracture is, for understandable reasons, not covered by the guarantee. Workshops specialising in pens will make these adapters to order; the conversion is no exotic special request but a common adaptation for customers who like the shape of the rollerball but prefer to write with a ballpoint refill.
